Collective citation

(1) Where it is provided that any Act may, as to the whole or any part thereof, be cited with any other Act or with any group of Acts, all such Acts shall be read and construed together, and any such group shall be construed as including such first mentioned Act. (2) Where it is provided that two or more Acts may together be cited by a collective short title or citation containing therein the years of the first and last of such Acts, such short title or citation shall be construed to include all the Acts covered by the same, or any of them.
