(b) affect the previous operation of any enactment so repealed or anything duly done or suffered under any enactment so repealed;
(c) affect any right, privilege, obligation or liability acquired, accrued or incurred under any enactment so repealed;
(d) affect any penalty, forfeiture or punishment incurred in respect of any offence committed against any enactment so repealed; or

(2) Any such investigation, legal proceeding or remedy may be instituted, continued or enforced, and the penalty, forfeiture or punishment may be imposed, as if the repealing Act had not been passed.
(3) Where any Act authorising the making of any statutory instrument repeals a previous Act under which any statutory instrument was lawfully made and was in force at the commencement of the repealing Act, the statutory instrument made under the repealed Act shall, until it has been annulled or replaced by a statutory instrument made under the repealing or any other Act, remain in operation so far as it is not inconsistent with the provisions of the repealing Act or of any statutory instrument made thereunder.
